 Notes:
   Palm Beach County is a very easy place to work (that is, the fire review).  Some of the details that they look for are that the number of heads installed matches the number noted on the plan, and a difference would mean having to submit a revision.  Another requirement is that the property control number be placed onto the permit form.

 Notes:
  Miami Dade's Building Department, and their Fire Department, has jurisdiction over almost all of the municipalities in their county (one exception is Coral Gables, noted below).  They go to extraordinary detail when it comes to product approvals. Their plans review is usually not too difficult (usually) but their inspections are quite detailed. Inspections must be called at 7:00 AM sharp in order to have an inspection on the following day.  If the inspection is not scheduled by about 7:10 their daily inspection appointments for the next day will likely be all filled.  This is an incredible hassle.  This is all the more reason for us to make sure every detail is covered before the time of the inspection.
  Outside of counting the sprinkler heads to make sure the number matches the plan they usually won't require a revision to be submitted for a deviation from the approved plans.
  Their permit fees are quite high, about $500 for the smallest of jobs.
  When modifying a sprinkler system, such as a tenant improvement, they will often look at the whole building and then hold up the approval of work in the tenant space because of other deficiencies.  This will sometimes result in getting change orders to the building owner for approval at a time when every minute counts during the end of a project's schedule.

   A very easy and reasonable place to work.  I've had no problems with this jurisdiction.
  One thing that they require is that all sub permits be submitted with the General Contractor's submittal, and that all the plans review comments are addressed at once once the plans are on "hold" then they proceed through the whole process again.  Revisions can not be submitted until the plans are in the "hold" state.

 Notes:
   Their review is not too difficult but their is an extraordinary wait time when submitting a permit (and they have very uncomfortable seats). Although some inspections are a little bit difficult I can't say that they've been too troublesome. 
  One issue we run into with many jurisdictions is the matter of pressure testing an existing system. The NFPA Standard states that if the additional work to an existing system is less than 20 heads or the work can not be easily isolated, then the work doesn't have to be pressure tested at 200 psi.  Apparently, many juirsdiction intrepret this to mean "always pressure test when the work is over 20 heads."  We will sometimes strongly dispute this because a blow out could occur in another part of the system resulting in substantial water damage.  We have had a bit of a dispute with this issue in Coral Gables where they eventually allowed us to skip this pressure test.
